The Procurement Act 2023 went further. It came into force on 24 February 2025 and introduced the Central Digital Platform, which opened to supplier registration on the same date. Prequalification schemes are not PQQ software

Where you see Loopio Foundations quoted at around $20,000 per year, that number comes from competitor comparison pages, not from Loopio, and should be treated as an unverified indication.

Note the unit: tiers meter projects per year, so a supplier running 60 prequalifications and tenders annually is in the Enterprise conversation rather than at $899. For PQQ work specifically that unit is awkward, because prequalifications are numerous and individually small.

Two patterns are worth drawing out of that list. First, most of these tools solve drafting, and drafting is not what fails a PQQ. Only 1up addresses the step that actually consumes supplier time at prequalification, which is entering approved answers into a buyer's web form, and it does so by assisting a person in the browser rather than by integrating with the portal. Second, none of the nine holds an evidence register with expiry-aware logic as its organising idea, which is why none of them is ranked here. A supplier choosing on drafting quality alone will buy a good tool for the wrong problem.
How we evaluated PQQ software for this guide
This guide assessed fifteen tools in total. Six were assessed in full against the seven criteria specific to pre-qualification questionnaire work described in the "Key features" section above, rather than the generic RFP response criteria used in most comparison guides, and those six are ranked. The remaining nine were placed but not ranked, on published vendor documentation alone. The criteria are: evidence and certificate management with expiry alerts; reusable company data record accuracy; section ownership for non-bid contributors; format import and structured answer reuse; traceability and audit trail for formal declarations; multi-entity and consortium handling; and lifecycle breadth across the full response workload.
Assessment drew on published vendor documentation, publicly available pricing and product information, G2 and Capterra published review data where available, the research context provided, and the specific regulatory context of UK public procurement following the Procurement Act 2023. Where information could not be verified, it was omitted rather than estimated. Pricing was not invented: every "not published" in this guide is accurate as of the research date.
The ranking weights governance criteria more heavily than drafting capability, because a failed PQQ is almost always a failure of evidence accuracy or evidence currency, not a failure of writing quality. Platforms that lead on AI narrative generation but have weak evidence governance structures are ranked accordingly.
Vendor claims about portal submission capabilities were treated with particular scepticism. Direct portal submission into buyer eSourcing systems remains an unresolved challenge across the category, and no tool was credited for a capability the research could not confirm.

How to choose the right PQQ software
Start with your evidence problem, not your drafting problem
Most teams that struggle with PQQs think their problem is time: they do not have enough hours to complete the submissions before deadlines. The actual problem is almost always evidence: the certificate is somewhere on a shared drive but no one is sure if it is the current version. The finance director's signed accounts are from the previous year. The HSE performance figures are not maintained centrally. The ISO certificate expired last month and no one noticed until a buyer flagged it.
Before evaluating any tool, map the evidence gap. Which items expire and who owns them? Which sections are currently owned by people outside the bid team? Which questions require the same answer reformatted into a different field every time? The answers tell you which capabilities to prioritise: expiry management, section ownership routing, format import and reuse.
Map your buyer segment
The routing table at the top of this guide is the fastest path to a shortlist, and if the answer points at SEQUESTO the detail sits on the PQQ questionnaire automation page and the PQQ response use case. UK public sector framework bidders have different needs from regulated private sector suppliers. Construction supply chain PQQs follow different conventions from financial services vendor assessments. Multi-entity groups have a different problem from single-entity SMEs. Segment first, then evaluate.
Honest threshold: when spreadsheets are still enough
Below five to ten PQQs per year, a well-maintained folder structure, a certificate expiry spreadsheet with alert dates and a clear internal routing process for finance, legal and HSE sections will serve most small suppliers adequately. The cost and onboarding time of dedicated software does not return value at very low volume. The case for PQQ software grows when certificate expiry dates are being missed, when more than one legal entity is in play, when multiple internal owners contribute without a coordinated review process, or when the same factual answers are being re-entered into different portal formats repeatedly. Volume, entity complexity and evidence churn are the three triggers, not PQQ length.
Implementation best practices
Define the evidence record before configuring the tool. Before uploading anything, agree the canonical list of company facts that appear in every PQQ: turnover by year, insurance types and limits, accreditation scheme names and certificate numbers, policy statement titles and review dates, reference project fields. Build the record structure first, then populate it. A tool populated with poorly organised content produces poorly organised outputs.
Assign clear ownership at item level, not section level. Finance owns the accounts, not "the financial section". Legal owns each insurance certificate individually, not "the insurance section". Routing at this level of granularity is what prevents the bid manager becoming the bottleneck for non-bid evidence.
Set up expiry alerts before any submission. The first value a PQQ tool delivers is preventing an expired certificate from appearing in a submission. Expiry dates should be entered and alerts configured in the first week of implementation, before any PQQ is assembled using the tool.
Run a parallel pilot on a live submission. The first PQQ completed using the new tool should be run in parallel with the existing process, not as a replacement for it, until the team is confident in the output. This catches evidence mapping errors before they reach a buyer.
Establish a review cadence for the evidence record itself. The reusable company data record degrades over time if no one owns its currency. A quarterly review of expiry dates, turnover figures, insurance limits and policy versions, assigned to named owners, is the governance rhythm that keeps the investment working.
Common mistakes when adopting PQQ software
Treating the tool as a document storage system. A shared drive with categorised folders is not PQQ software. The distinction is expiry management, section ownership and audit trail. Tools chosen purely for document storage will not solve the evidence currency problem.
Expecting the tool to replace portal entry. No current platform submits directly into buyer eSourcing portals. Teams that expect this capability will be disappointed. The tool's job is to ensure the answer is accurate and approved before the person entering it into the portal does so.
Importing legacy content without reviewing it first. Uploading years of old PQQ submissions as the initial knowledge base populates the tool with outdated turnover figures, expired certificates and retired policies. Curate before you import.
Neglecting non-bid contributors during onboarding. Finance, legal and HSE need to understand how their sections work in the tool before the first live submission, not during it. A brief onboarding session for each contributor group, focused on their specific section type, prevents the bid manager becoming the bottleneck.
Buying for the full response lifecycle before proving the PQQ case. A platform that covers PQQs, ITTs, RFPs, DDQs and security questionnaires in one environment is genuinely valuable for suppliers who face all of these. But the immediate business case is usually the PQQ evidence problem. Prove that use case first, then expand. The best platforms allow incremental adoption rather than requiring full implementation on day one.
