ITT Response

ITT response, handled with confidence.

An Invitation to Tender (ITT) is where compliance failures become disqualifications and quality answers are scored line by line. SEQUESTO, the agentic Operating System for supplier-side bid teams, gives your team one governed workspace for every ITT response. Every requirement is tracked, every answer is source-attributed, and James orchestrates while the specialist Agent Force handles the heavy lifting, so your bid team focuses on quality and strategy, not formatting and chasing contributors.

Every ITT answer source-attributed, every approval logged

The Problem

Why ITT responses break down

Compliance failure risk at every stage gate icon

Compliance failure risk at every stage gate

An ITT response that misses a mandatory attachment, a word limit or a formatting instruction can be disqualified before the evaluation panel reads a single answer. When requirements are tracked across email threads and shared drives, one missed instruction becomes a structural risk rather than an isolated mistake.

Continuity gets lost between PQQ and ITT icon

Continuity gets lost between PQQ and ITT

Many public sector opportunities run in two stages: a PQQ or Selection Questionnaire first, then the ITT. What the first stage established, who answered what, which evidence was used and what was committed, is often lost by the time the ITT lands, forcing bid teams to reconstruct context under time pressure.

Quality answers demand more than compliance icon

Quality answers demand more than compliance

ITT award criteria typically weigh quality, method statements and often social value alongside price, rewarding well-argued, evidenced answers over simply compliant ones. Under deadline pressure, teams fall back on old text instead of building a tailored, evidenced answer, and it shows in the scoring.

The Solution

Governed ITT responses, from tender documents to submission

The SEQUESTO aOS replaces scattered spreadsheets, email threads and disconnected drafts with one governed workspace for the full ITT. Each ITT runs in its own workspace, structured around the actual requirements of that tender. James orchestrates, the Agent Force drafts from your pre-approved organisational knowledge following your process, and your team keeps full control and sign-off on every submission.

1

Centralise the ITT requirements and your knowledge

Every incoming ITT becomes a structured workspace. The Agent Force extracts the requirements, questions, evidence requests and mandatory attachments from the tender documents and draws on your organisational knowledge: approved content, evidence and case studies, held in one place. Your bid manager confirms the structure.

2

Let agents draft, you decide

The Agent Force drafts responses to compliance and quality questions from your pre-approved content, while deadlines, contributor assignments and outstanding evidence are tracked in the workspace. Nothing drifts without your bid team knowing, and every claim in a draft is traceable to its source.

3

Submit with an audit trail you can defend

Your bid manager and contributors review, edit and approve in the workspace, in the process your team already uses. Export to Word, Excel, PDF or PowerPoint, or to the buyer's own template or portal format, ready for your team to submit through the buyer's portal. Every answer is source-attributed and audit-logged, so your team can defend every claim and leadership has full traceability.

Capabilities

What your bid team gets on every ITT

Full ITT lifecycle covered icon

Full ITT lifecycle covered

From requirement extraction through drafting, review and the final submission pack, in PDF, Word, Excel or the buyer's own portal format. Your bid manager approves each stage before the next begins.

Governed content assembly icon

Governed content assembly

The Agent Force retrieves pre-approved content from your organisational knowledge and assembles responses with citations, so reviewers can approve with confidence and your compliance team has the audit trail it needs.

PQQ-to-ITT continuity icon

PQQ-to-ITT continuity

Where an ITT follows an earlier PQQ or Selection Questionnaire in the same workspace, prior answers, evidence and commitments carry forward, so your team is not reconstructing context from scratch under deadline pressure. Your team decides what is reused.

Set up workflows that match how your bid team actually works, with its own folder structure, item types, contributor permissions and review logic. No forced compromise between rigid software and your own process.

FAQ

ITT responses: what UK bid teams ask

An ITT response is a supplier's formal submission to an Invitation to Tender (ITT): the answers, pricing, declarations and supporting documents a bid team submits against the buyer's requirements and award criteria. In UK public procurement, the ITT is the formal, scored tender stage. For a full definition, see our glossary entry on the invitation to tender.

Not quite. A tender is the competitive process as a whole, and the bid a supplier submits in it. The ITT is the formal invitation and document pack for the compliance-heavy, scored stage, most common in UK public sector procurement and often following a PQQ or Selection Questionnaire. If your buyer calls its process an ITT, this is the terminology and structure you will recognise.

Both invite suppliers to respond. An ITT usually sets fixed requirements and scores tenders against published award criteria, while an RFP more often invites proposals on how a requirement could be met. RFPs are used in public procurement too. SEQUESTO handles both in the same aOS.

SEQUESTO is an agentic Operating System (aOS) for supplier-side bid and tender teams: the teams that receive ITTs, RFPs, PQQs and questionnaires and have to respond to them. It structures each response, drafts from approved knowledge and keeps every answer traceable, while your team decides and approves. It is not a procurement or e-tendering platform: buyers issue and evaluate tenders in their own systems.

Where both stages run in the same SEQUESTO workspace, yes: prior answers, evidence and commitments remain available to the Agent Force and your team, reducing duplicated effort between stages. Your team decides what is reused.

SEQUESTO works from the tender documents your team receives, so it supports ITTs run under the Procurement Act 2023 as well as those still run under the Public Contracts Regulations 2015, such as call-off competitions under older frameworks. The terminology and structure differ; your workflows can reflect both.

ITT is most common in the UK and Commonwealth public sector, and EU institutions use it in their English-language tender documents. Equivalent processes elsewhere use different terminology and structure. If your organisation bids across several countries, our team can advise on the closest workflow match for each market.

Yes. The Agent Force drafts both compliance responses and evidenced, narrative quality answers from your organisational knowledge, within the same governed workspace, so your team is not managing two separate processes for one tender. Your bid writers edit and approve every answer.
